Will having flexible conduit (sealtight, carflex...) work to counteract the expansion of PVC raceway without need for an actual expansion coupling?

Yes, many times systems are designed to use some flexible conduit instead of expansion fittings, which I think is a good idea! I have done it myself. The NEC calls it LFNC for Liquidtight Flexible Non-metallic Conduit

The metallic sealtite is definitely the way to go when transitioning from different roof lines and avoiding the use of expansion coupling. Only issue that I have had is getting the proper connector to go from EMT or RMC to LFMC, especially if using larger size conduit.
